How do I stack multiple discounts?

Apply them one after the other, not by adding percentages. A 20% then 10% discount leaves 0.8 × 0.9 = 72% of the original, i.e. a 28% total discount — not 30%.

Is tax added before or after the discount?

Tax is applied to the discounted price. That's how UK VAT and most sales taxes work — you only pay tax on what the shop actually charges.
